Comerica Bank Appoints New CIO and the State of Michigan Gets A New CIO. Read about these and other executive moves in the C-Suite.

Paul Obermeyer has been named EVP and Chief Information Officer for Dallas-based Comerica Inc. Obermeyer leads the corporation's Service Company division, which includes the Information Services, Enterprise Payments, Commercial Lending Services, Corporate Real Estate & Security, and Administrative Services business units.

Minnesota Governor Mark Dayton announced that the Chief Operating Officer for Information Technology Services for the Minnesota System of Colleges and Universities (MnSCU), Carolyn Parnell, will be the states new Chief Information Officer. In her capacity atop the Office of Enterprise Technology (OET), Ms. Parnell will guide the state’s IT strategy and manage internal and external IT governance, including ongoing consolidation efforts and unifying the state’s IT architecture.

Allegiant Travel Company announced Scott Allard will join the Company as Chief Information Officer

As CIO, Allard will oversee all of the Company's technology needs and will ensure Allegiant's website offers world-class e-commerce capabilities to leisure travelers in search of travel deals. Allard is a technology industry leader, particularly in the travel sector. He recently served as CIO at Spirit Airlines and previously held various leadership roles at Travelworm, American Express and Priceline. Allard will be an executive officer of the Company and will report directly to the Company's CEO.

Former Washtenaw County deputy administrator David Behen has been named Michigan chief information officer (CIO). The position is part of the state’s Dept. of Technology, Management and Budget. Since leaving the county in 2009, Behen has led the government solutions practice for Ann Arbor-based GDI Infotech. He starts his new job on Feb. 14.

Joe Harley has been appointed chief information officer (CIO) for the UK Government, moving over from the Department of Work and Pensions (DWP).

Vladas Leonas has started in his new CIO role of the NSW Construction Authority this week.The TCA was formerly named the Transport Infrastructure Development Corporation and is responsible for major transport infrastructure projects in NSW. The agency manages the development, construction and commissioning of transport infrastructure projects.
