IRS Hires First CTO

The Internal Revenue Service (IRS) has hired its first ever chief technology officer, Terence Milholland.
According to the IRS, Milholland will be responsible for all aspects of the systems that operate the nation’s tax infrastructure. He will oversee a multi-billion budget and the 7,000 employees that maintain 400 systems to process some 200 million tax returns each year.
Milholland brings almost 30 years of IT leadership in to the role, and most recently served as the CTO for Visa International. Previously he was CIO and CTO for Electronic Data Systems and a CIO at Boeing.
The CTO position will report to the Deputy Commissioner of Operations Support, while the IRS’ entire IT services division, including the CIO, will report to Milholland.
“Terry has a proven track record of delivery in large and complex technology environments,” IRS Commissioner Douglas Shulman said in making the announcement.
