Here Hackett advises companies to adopt rigid demand management and project portfolio management process to ensure that scarce development resources provide maximum benefit. Outsourcing to cut development cost and increase capacity at a stable cost is also a viable category in this instance. Conversely, Dorr and Ackermann caution again using service oriented architecture (SOA) as a cost savings tool. While functional management and administration represent only a small portion of total IT process costs, cost saving potential is still significant.
