New CIOs Named At DHS, Schawk


President Bush plans to appoint Richard Mangogna to be the chief information officer for the Department of Homeland Security; Schawk, a provider of brand management solutions for the consumer packaging industry, names Ken Kauppila as CIO; and other moves.


President Names New Homeland Security CIO


President Bush announced this week he plans to appoint Richard Mangogna to be the chief information officer for the Department of Homeland Security. Mangogna currently serves as an independent consultant with the Mason Harriman Group, and previously served as executive vice president and CIO at JP Morgan Chase. The CIO position for Homeland Security became open after CIO Scott Charbo was promoted to deputy undersecretary for the department's National Protection and Programs Directorate. Deputy CIO Charles Armstrong has held the role since Charbo's promotion, but Armstrong said he plans to take a position as CIO for Customs and Border Protection, which is also part of Homeland Security.

Ken Kauppila Joins Schawk


Schawk, a provider of brand management solutions for the consumer packaging industry, has hired Ken Kauppila as CIO, responsible for overseeing the company's global IT strategy. Most recently Kauppila was CIO for the Bradford Group and formerly served as CIO at Hammacher Schlemmer, both of which are involved in direct consumer marketing.


United Airlines Hires Samuel Moultrie


United Airlines continued to fill out its IT executive team, announcing this week that it has hired Samuel Moultrie as vice president of information technology common services. Moultrie joins United from Electronic Data Systems (EDS), where he was chief technology officer, responsible for all common services, engineering and architecture supporting employee applications and systems. Prior to EDS, Moultrie held executive IT positions with Southwest Airlines, The Home Depot and First Data Resources through the Feld Group. At United, Moultrie will report to CIO Keith Halbert and be responsible for "providing strategic leadership to all of United's technology infrastructure efforts and will establish new processes and standards that will contribute to the company's competitiveness." Last month, the airline announced Douglas Register, a technology executive with Blue Cross Blue Shield of Florida, had been hired to take on the newly created role of vice president of service delivery and engineering.

AT&T Names Chief Technology Officer


John Donovan, a vice president of sales at computer security software firm VeriSign, has been named chief technology officer for AT&T. Based in San Antonio, Donovan will oversee the company's global technology direction, including product development, network and engineering operations, AT&T Labs, and the security and intellectual property organizations.
