In what may sound like a poorly conceived April Fools' joke, the Texas state Senate on April 1 gave prelimary approval to a budget that would require government agencies to get legislative approval before adopting Microsoft's much-maligned Vista operating system.

The proposal came in a rider proposed by Sen. Juan Hinojosa, no fan of the OS. From Computerworld:

"We are not in any way, shape or form trying to pick on Microsoft, but the problems with this particular [operating] system are known nationwide," Hinojosa said during a Senate session debating the rider Wednesday evening (starting at 4:42 of this RealMedia video stream). "And the XP operating system is working very well."

It's far from a sure thing that the final budget will contain the Vista ban -- even if the Senate gives its go-ahead next week, the Texas House will still have its say. But what if it does pass? Should a state government be targeting a specific vendor's product (no matter how roundly panned)?

A Microsoft spokeswoman, in an e-mail, wrote, "We're surprised that the Texas Senate Finance Committee adopted a rider which, in effect, singles out a specific corporation and product for unequal treatment. We hope as the budget continues to go through the process, this language will be removed."

Of course, Microsoft hopes that the forthcoming release of Windows 7 will help Vista-bashing fade like memories of New Coke.
