As you may know the open for questions feature on the whitehouse.gov has been visited by 92,935 people who have submitted 104,042 questions and cast 3,604,880 votes. The purpose is to allow citizens of the United States transparent access to the administration through the use of the internet.

The question in my mind when I noticed the statistic above was how did the team behind the website manage to create such an enterprise level application? I found the answer when I reviewed the privacy policy statement posted on the open for questions section of the site:

"Questions and voting are hosted by Google Inc., but whitehouse.gov owns and has access to the data related to the questions and voting, which will be treated in accordance with the whitehouse.gov privacy policy. Google never receives your email address and does not store the IP addresses related to Open for Questions."

According to a blog entry on the official Google blog:

"Moderator gives participants a way to submit questions and vote for the ones they want answered. And thanks to the scale that App Engine provides, this application can now support tens of thousands of people at once. This gives everyone the chance to be heard in a way that gives priority to the issues that matter most to the broader group."

There has been controversy in the past regarding the administration's use of YouTube which lead them to host videos on their own internal servers to remove the perception of favoritism towards Google.

While I applaud the administration in allowing for transparency through the Google application engine, my question is does the CIOZone.com membership know of other companies that might have been able to collaborate with the administration to implement such an application?

My understanding is this service was launched recently and had numerous site delays due to the unexpected surge in traffic. I believe they has fixed the capacity issues... It is hard to imagine a more cost effective scalable solution to the Google App engine.
