Despite the recession, job prospects for CIOs, CTOs and IT managers in some sectors are improving. One major reason: Four in ten employers expect the American Recovery and Reinvestment Act of 2009 to create jobs in their organizations over the next two years, according to staffing firm Robert Half International.
