Technically the CTO of Seattle, Schrier offers up both titles on his Twitter page. In 1999, Schrier, who's also been a teacher and a police officer, became director of IT operations in the Rainy City, moving into the CTO seat in 2003. A proponent of improving government through IT, his blog offers some interesting insights into the workings of a large city's IT department.
